Coordinator

The Coordinator serves as the head of SLDAC and provides overall leadership, strategic direction, and institutional representation. Based in Tilburg, The Netherlands, Abubakarr Bangura is a dynamic educationist, curriculum designer, and social entrepreneur with over 15 years of experience in education, leadership, lecturing, public speaking, and international development dialogue. He currently serves as Coordinator of the Sierra Leone Diaspora Advisory Council (SLDAC) and is the CEO of SEP Investment Services SL (Ltd) in Sierra Leone.

In his professional work, Abubakarr supports business development, diaspora investment, and entrepreneurship coaching, providing practical guidance to Sierra Leoneans in the diaspora who wish to establish businesses in the Netherlands or across Africa. Abubakarr has played a significant role in strengthening education in Sierra Leone. He has contributed to the establishment of three schools, expanding access to quality learning at the community level and supporting long‑term human capital development.

In the diaspora sector, he previously served as President of the Sierra Leone Central Union (SLCU) – The Netherlands, where he led impactful initiatives that connected Sierra Leonean communities across the Netherlands and mainland Europe. Abubakarr also serves on several influential boards, including the Afrikan Diaspora Policy Center (ADPC) in The Hague, where he contributes to policy dialogue, diaspora engagement strategies, and international development frameworks.

Vice-Coordinator

The Vice-Coordinator supports the Coordinator in executing leadership responsibilities and assumes leadership duties in the Coordinator’s absence. The role ensures continuity, coordination, and effective management of organizational activities.

Mr. Alhaji Yayah Bah, originally from Tongola‑Tongofield in the Lower Bambara Chiefdom of Kenema District, Sierra Leone, is a long‑standing community leader and respected professional currently residing in Ghent, Belgium with his family. He is among the few from his generation to have attended the prestigious Christ the King College (CKC) Bo, where his early academic excellence laid the foundation for a life of service and leadership.

In the early 1990s, he worked briefly as a Reporter for the Concord Times Newspaper, becoming one of the youngest journalists in Sierra Leone at the time. He later relocated to Belgium as a refugee during the civil war, where he rebuilt his life with resilience and determination.

For more than 25 years, Mr. Bah has built a solid career in the automotive industry, and he is currently employed at Volvo Cars Ghent, one of the leading automotive production facilities in Europe. Beyond his professional achievements, Mr. Bah is deeply committed to community development and diaspora engagement. He is a founding member of SLPU‑Belgium, formerly known as the Central Union, where he served as President for two consecutive terms (2013–2018). His leadership helped strengthen unity, visibility, and organizational structure within the Sierra Leonean community in Belgium.

He is also a founding member of the SLPU‑Oost Vlaanderen (Ghent) Team Charity, an initiative dedicated to supporting vulnerable individuals and promoting social cohesion. Today, he continues to play a vital advisory role as the Chief Adviser to SLPU‑Ghent and serves as a member of the Elders Council of the Sierra Leone Central Union (SLCU) Belgium, where his wisdom and experience guide strategic decision‑making.

Boima Bundu Davies
Secretary General

The Secretary General is responsible for the administration and coordination of organizational affairs. Duties include convening meetings, preparing agendas, maintaining official records and minutes, and handling formal communication and correspondence on behalf of SLDAC.

Professionally, Mr. Davies works in the petrochemical industry as a Hybrid Coordinator for Bulk and Liquid Operations, where he oversees complex logistics and supply chain processes. His passion for supply chain management began during his university studies while pursuing a Bachelor’s degree in Business Management. What started as an academic interest has evolved into a fulfilling career that challenges him to think strategically, solve problems, and deliver operational excellence in a fast‑paced environment.

Mr. Davies has also played a significant leadership role within the Sierra Leonean diaspora in the Netherlands. Over the years, he has served the Sierra Leone Central Union (SLCU) under three administrations in key positions, including Deputy Secretary, Secretary General, and currently Chief Secretary. Gloria Nyaleima Juliana Cole (Mrs. Jalloh) is a proud Sierra Leonean, community advocate, and long‑standing champion of immigrant integration and cultural preservation in Greece. Residing in Athens, she has spent decades supporting vulnerable communities, promoting Sierra Leonean heritage, and strengthening multicultural understanding across Greek society.

Gloria began her education at Aberdeen Municipal Primary School, continued at Government Model Secondary School and Holy Rosary Secondary School (HRSS) Kenema, and later pursued professional training in shorthand typing at Amelia’s Commercial Institute, where she qualified as a stenographer. She went on to work as a secretary in a law firm before joining the accounting departments of PCMH and Connaught Hospital, where she managed wages and provided administrative support to nurses and hospital staff.

After marrying her late husband, Mr. Ahmed Chernoh Jalloh, Gloria moved to Greece as a student. She completed Greek language studies and later pursued nursing training in Ioannina, demonstrating her commitment to continuous learning and service. While raising her two children, she balanced family responsibilities with professional growth, working briefly in hospitals before successfully running her own business in cosmetics, gifts, and hairdressing for more than 13 years.

Deeply passionate about human rights, cultural identity, and community empowerment, Gloria has dedicated much of her life to supporting immigrants and advocating for second‑generation children born in Greece. As a former Goodwill Ambassador for the Sierra Leone National Association in Athens, she proudly represented Sierra Leone in television programs, anti‑racist festivals, UNESCO cultural events, women’s empowerment activities, and multicultural exhibitions. She has been instrumental in teaching younger generations about Sierra Leonean traditions, values, and cultural pride, while building bridges with other communities through cultural performances, awareness campaigns, and food exhibitions.

Following the passing of her husband in 2012, Gloria continued her journey as a strong single mother, remaining deeply active in community advocacy and cultural promotion.
Today, she is honored to serve as a member of the Sierra Leone Diaspora Advisory Committee (SLDAC), where she contributes to strengthening unity, representation, and development for Sierra Leoneans at home and abroad. She is also an active member of the newly founded Sierra Leone Union Athens Greece, where she continues to support community development, cultural preservation, and the empowerment of Sierra Leoneans living in Greece.

Kadiatu Barry
Financial Secretary

The Finance Secretary oversees the financial management of SLDAC. Responsibilities include maintaining financial records, managing organizational funds, preparing financial reports, safeguarding financial assets, and presenting financial statements to the General Assembly.

Alusine Keita
Assistant Financial Secretary

The Assistant Finance Secretary supports the Finance Secretary in financial administration and assumes financial duties in their absence. The position contributes to accountability, transparency, and efficient financial operations.

Alusine Keita, originally from Koinadugu District in Sierra Leone, is an accomplished finance and accounting professional who has lived in Belgium since the mid‑1980s. He is an accountant by profession and currently serves as Deputy Chief Financial Officer at BNP Paribas Asset Management, where he has worked since 2002. He holds a Master’s degree in International Accounting and Fiscal Taxation and a Diploma in Oracle Financial Applications from Reading University.

Mr. Keita is a seasoned Oracle Cloud Applications expert, with over 25 years of functional experience, including more than 20 years of deep Oracle specialization across modules such as GL, AP, AR, CM, PO, and related implementation cycles. He has successfully completed three full life‑cycle Oracle implementations (R11i, R12, and Cloud) and has extensive experience in systems integration, financial process optimization, audit, and accounting. His strengths include business requirements mapping, user training, UAT coordination, workflow analysis, and post–go‑live support.

In his role as Deputy CFO, he supports the CFO in planning, implementing, and managing all financial operations. His responsibilities include ensuring accurate daily accounting processes, preparing corporate and tax returns, strengthening internal controls, documenting financial procedures, and leading internal and external audit engagements.
Alongside his corporate career, Mr. Keita has served as the Finance Officer at the Sierra Leone Embassy in Brussels since 1994, working with nine ambassadors over more than 30 years. Fluent in French and deeply knowledgeable about Belgian financial and social security systems, he acts as a key liaison between the Embassy and Belgian institutions. He oversees staff settlements, housing and lease arrangements, banking relationships, and compliance with Belgian administrative and financial regulations. He modernized the Embassy’s financial operations by introducing electronic approval workflows, digital management schedules, and a custom accounting and reporting package now considered a model for other Sierra Leonean embassies.

From 2001 to 2018, he also served as Treasurer of the International Baptist Church in Brussels, where he helped establish the organization’s legal structure, introduced an accounting system, designed budgeting processes, and contributed to major fundraising efforts for church renovations.

Mr. Keita is widely respected for his professionalism, technical expertise, integrity, and long-standing service to both the Sierra Leonean community and the institutions he supports.

Joseph Saffa
Research & Development Secretary

The Research & Development Secretary leads research, innovation, and project development initiatives within SLDAC. Responsibilities include conducting research relevant to organizational goals, preparing project proposals, identifying funding and partnership opportunities, and monitoring and evaluating programs.

Joseph Saffa is an accomplished researcher, development practitioner, and diaspora leader with a strong commitment to advancing social justice, community empowerment, and responsible development across Africa and Europe. Born in Bo, Sierra Leone, he received his early education at the prestigious Christ the King College (CKC) Bo, an institution known for producing some of Sierra Leone’s most influential leaders.

Joseph began his professional and academic journey in Ghana, where he studied Philosophy, laying the foundation for his analytical thinking and passion for human rights. In 2004, he moved to Portugal, where he completed both his Bachelor’s and Master’s degrees in International Relations. During this period, he represented his university in several international missions and academic exchanges across Europe, strengthening his expertise in diplomacy, global governance, and international development.

After completing his studies, Joseph relocated to the Netherlands, where he worked with several international organizations. He served as a Research Assistant at Amnesty International, contributing to human rights research and advocacy. He later worked briefly with the Dutch government agency Rijkswaterstaat, where he supported the development of innovative ideas for future policy implementation.

In 2013, driven by a desire to contribute directly to national development, Joseph returned to Sierra Leone. He joined the Sierra Leone Network on the Right to Food (SiLNoRF) as a Research Officer, a role he held for more than six years. His work focused on food rights, governance, and monitoring responsible investment practices—making him a key contributor to civil society advocacy during a critical period of national reconstruction.

Upon returning to Europe, Joseph continued his development work as a consultant for monitoring companies, focusing on responsible investment and corporate accountability in Africa. He is currently based in Amsterdam, where he works for an American company as a Specialist in Logistics Delivery, while continuing to support NGOs and development initiatives across the continent.

Asmiu Elba
Youth Ambassador

The Youth Ambassador represents the interests and aspirations of young people within SLDAC. The role focuses on youth engagement, leadership development, participation in diaspora initiatives, and the creation of youth-centered programs and opportunities.

Before joining the diplomatic service, Betty built a remarkable career in journalism. She worked with Awoko Newspaper, one of Sierra Leone’s most reputable and influential media institutions, for over fifteen years. During this period, she established herself as a respected reporter known for her professionalism, integrity, and commitment to factual, people‑centered storytelling. Her work contributed significantly to national discourse, public awareness, and the strengthening of Sierra Leone’s media landscape.

Betty holds a Bachelor of Arts with Honours in Mass Communication from Fourah Bay College, University of Sierra Leone, where she developed a strong foundation in media studies, communication theory, and public affairs reporting. She further advanced her expertise by earning a Master’s degree in Public Administration from the Institute of Public Administration and Management (IPAM). This combination of communication and governance training uniquely positions her at the intersection of media, public policy, and diplomacy.

In her current role as Information Attaché, Betty is responsible for managing public information, strengthening the Embassy’s communication strategy, and promoting Sierra Leone’s image across Belgium and the broader European Union.
